Summary

Summary

Summary

Possesses advance knowledge of enterprise-wide data warehouse projects and information system design and management.

DATABASE SPECIALIST

Summary
Responsible for the analysis and general management of all small to mid-level in-house database systems. This includes, but is not limited to, managing all currently active client-specific database systems. May work with other Database Specialists, Database Programmers, and other appropriate personnel to perform any database software upgrades and other database related tasks.

Key Duties and Responsibilities

  1. Analyzes computer software processes and possesses a wide range of capabilities, including data warehouse technologies, business data model, Executive Information Management, and Decision Support System.

SENIOR DATABASE SPECIALIST

Summary

GRAPHIC DESIGNER

Summary
Responsible for designing graphical elements, per requirements document, for inclusion onto a client's website/internet application. May take direction from project manager, lead graphic designer, and/or client.

Key Duties and Responsibilities

  1. Develops graphical elements following guidelines set forth within the projects requirements document.
  2. Performs verification testing of graphical elements within various browser and system environments.
  3. Assures that graphic elements conform to any project-specific policy requirements, such as 508 compliance. Performs additional duties as assigned.

Experience and Education Requirements
High School Diploma or equivalent and four (4) years of general experience. A G.E.D., technical trade school certificate, or other degree equivalency program may be substituted for high school education. A significantly strong portfolio may override education requirements.

SENIOR GRAPHIC DESIGNER

Summary
Responsible for designing graphical elements, per requirements document, for inclusion onto a client's website/internet application. May take direction from project manager and/or client. May be classified as the Lead Designer when placed on a project team with two or more Graphic Designers.

  1. Develops graphical elements following guidelines set forth within the project's requirements document.

There is no experience substitution for a High School Diploma, however a G.E.D., or other degree equivalency program, or a technical trade school certificate is acceptable. Must possess a strong portfolio of past and recent work.

HARDWARE/SOFTWARE INSTALLATION TECHNICIAN

Summary
Conducts sites surveys, assesses and documents current site configuration and user requirements, and installs new hardware/software applications.

Key Duties and Responsibilities

  1. Designs and optimizes network topologies.
  2. Analyzes existing requirements and prepares specifications for hardware/software acquisitions.
  3. Prepares engineering plans and site installation Technical Design Packages. Develops hardware/software installation schedules. Prepares drawings documenting configuration changes at each site.

Summary

INFORMATION ENGINEER I

Summary
Works with SQL and third/fourth generation languages in the design and implementation of systems and using database management systems. Possesses ability to assume increasing responsibilities in information engineering activities. Knowledgeable of applicable standards.

Key Duties and Responsibilities

  1. Analyzes and studies complex information system requirements.
  2. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation.

Performs system analysis and design techniques for Internet and/or Intranet development, which may include Hypertext Markup Language (HTML), Hypertext Transfer Protocol (HTTP), and Common Gateway Interface (CGI). Works independently or under general direction.

  1. Analyzes and develops Internet/Intranet application software possessing a wide range of capabilities, including numerous engineering, business, and network traffic management.

INTERNET/INTRANET SPECIALIST II

Summary
Performs system analysis and design techniques for Internet or Intranet development and distribution to remote sites using various technologies, which may include Hypertext Markup Language (HTML), Hypertext Transfer Protocol (HTTP), ASP, XML, and a variety of other programming and internet related languages.

Key Duties and Responsibilities

  1. Develops and applies organization-wide information models for use in designing and building integrated, shared software, and database management systems.

Summary
Manages computer operations. Ensures production schedules are met. Ensures computer system resources are used effectively.

  1. Coordinates the resolution of production-related problems. Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services.

PROGRAMMER ANALYST I

Summary
Works under supervision to support the activities of a Programmer Analyst. Assists in the support of the maintenance and operating efficiency of a major system, such as the teleprocessing network, database management system, web servers, etc.

Key Duties and Responsibilities

  1. Assists programmer analysts in the assessment of the performance of appropriate software systems to identify and correct problems that impact operation and work quality.
  2. Assists in analyzing performance indicators such as system response time and number of programs being processed to ensure operational efficiency.
  3. Codes, in accordance with specific design parameters, system software modules as directed by the Programmer Analyst.
  4. Assists in the identification, evaluation, customization, and implementation of vendor-supplied software packages.
  5. Assists in the support of special systems regenerations, where applicable, to reflect changes in peripheral configurations.
  6. Assists the Programmer Analyst in end-user training and in applications programming, and assists other user personnel in the use of systems software and related hardware.

PROGRAMMER ANALYST II

Summary
Works independently, with management review of results. Has prime accountability for the maintenance and operating efficiency of a major subsystem, such as the teleprocessing network, database management systems, web servers, etc.

Key Duties and Responsibilities

  1. Continually assess the performance of appropriate software systems to identify and correct problems that impact operation efficiency and work quality.
  2. Maintains active liaison with user personnel to ensure continuing responsiveness of applicable system software user requirements.
  3. Analyzes performance indicators such as system's response time and number of programs being processed to ensure operational efficiency.
  4. Designs, codes, installs, and maintains appropriate systems software program.
  5. Identifies, evaluates, tailors, and directs the implementation of vendor-supplied software packages.
  6. Performs special system regenerations, where applicable, to reflect changes in peripheral configurations.
  7. Ensures the maintenance of adequate software systems documentation.
  8. Recommends to management the purchase or lease of system software packages and related hardware.

PROJECT CONTROL SPECIALIST

Summary
Oversees financial management and administrative activities such as budgeting, labor resource planning, and financial reporting.

Key Duties and Responsibilities

  1. Performs complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues that would require a report, and recommends solutions.

  1. Conducts formal and informal reviews at pre-determined points throughout the development life cycle.

  3. Coordinates with the Project Manager to ensure project solutions and user satisfaction.

Summary
Acts as a lead in defining and executing systems engineering activities within a project. These activities may consist of systems planning, performance management, capacity planning, testing and validation, benchmarking, information engineering, and development and staffing of a systems engineering management plan.

  1. Performs systems engineering planning, performance management, capacity planning, testing and validation, benchmarking, and information engineering.
  2. Develops a systems engineering management plan.
  3. Supports other Sr. Systems Engineers and Program Managers, as required.
  4. Analyzes and develops technical documentation detailing the integration and system performance.
  5. Coordinates the activities of Systems Engineers and Jr. Systems Engineers assigned to specific systems engineering projects.

Experience and Education Requirements
Bachelor's degree, or equivalent, and eight (8) years of general experience. Six (6) years of general experience is considered equivalent to a Bachelor's degree. With a Master's degree, six (6) years of general experience is required. With a Ph.D., four (4) years of general experience is required.

SOFTWARE ENGINEER I

Summary
Under general supervision, engineers' software solutions based upon client requirements. Generally reports to a Sr. Software Engineer and makes use of commercially available or custom Computer Aided Software Engineering (CASE) tools, as required.

Key Duties and Responsibilities

  1. Engineer's software solutions based upon client requirements.
  2. Supports a Sr. Software Engineer, as required.
  3. Uses commercially available or custom CASE tools, as required.
  4. Develops technical documentation detailing the project design parameters.

SOFTWARE ENGINEER II

Summary
Under general supervision, engineers' software solutions based upon client requirements. Generally, has one or more Software Engineers on staff and heads up projects that make use of commercially available or custom Computer Aided Software Engineering (CASE) tools as required.

SUBJECT MATTER EXPERT (SME) I

Summary
Under supervision, the Junior SME is responsible for researching client market demographics and establishing appropriate content guidelines to meet those demographics. May also be responsible for establishing guidelines for brand identification and representation, incorporation of appropriate technologies, general marketing outline, and market positioning.

Key Duties and Responsibilities

  1. Under supervision, performs detailed research analysis of a client's existing position in terms of market demographics, online objective feasibility, integration of proposed project with existing systems, and other high-level subjects.

Summary
Independently responsible for researching client market demographics and establishing appropriate content guidelines to meet those demographics. May also be responsible for establishing guidelines for brand identification and representation, incorporation of appropriate technologies, general marketing outline, and market positioning.

Key Duties and Responsibilities

  1. Performs detailed research analysis of a client's existing position in terms of market demographics, online objective feasibility, integration of proposed project with existing systems, and other high-level subjects.
  2. Organizes and supervises a project team, consisting of various personnel, to assist in analyzing the various subjects listed in Key Duties and Responsibilities #1.
  3. Conducts interviews with clients, market specialists, members of the client's market demographics, and other appropriate individuals during the research process.

Experience and Education Requirements
Experience as an SME, or other high-level strategic planning position, within multiple markets, is required for all levels of education. Bachelor's degree, or equivalent, and eight (8) years of general experience. Eleven (11) years of general experience is considered equivalent to a Bachelor's degree. With a Master's degree, five (5) years of general experience is required.

SYSTEMS ADMINISTRATOR

Summary
Supervises and manages the daily activities of configuration and operation of business systems that may be mainframe, mini, web, or client/server based.

Key Duties and Responsibilities

  1. Optimizes system operation and resource utilization, and performs system capacity analysis and planning.
  2. Assists users in accessing and using business systems.
  3. Performs additional duties as assigned.

Experience and Education Requirements

SYSTEMS ANALYST I

Summary
Under supervision, performs systems analysis of computer and communications/network systems. Supports the installation of computer operating systems, network, application software, and computer/network hardware. May provide hotline support to customers. Possesses troubleshooting skills to assist Systems Analysts.

Experience and Education Requirements
Bachelor's degree, or equivalent, and eight (8) years of general experience. Six (6) years of general experience is considered equivalent to a Bachelor's degree. With a Master's degree, six (6) years of general experience is acceptable. With a Ph.D., four (4) years of general experience is required.

SYSTEMS ARCHITECT

Summary
Senior analyst who performs a variety of systems design and engineering tasks that are broad in nature and are concerned with design and implementation of major enterprise systems development and integration, including supporting personnel, hardware, software, and support facilities and/or equipment.

Key Duties and Responsibilities

  1. Plans and performs systems and networking engineering research, design development, and other assignments in conformance with system and network design, engineering, and customer specifications.
  2. Manages highly complex technical/engineering projects.
  3. Coordinates the activities of Sr. Systems Engineers and Systems Engineers assigned to specific system and network engineering projects.

Experience and Education Requirements
Master's degree, or equivalent, and ten (10) years of general experience. A Bachelor's degree and nine (9) years of general experience is equivalent to a Master's degree; or a High School Diploma (or equivalent) and fifteen (15) years of general experience is considered equivalent to a Master's degree. With a Ph.D., eight (8) years of general experience is acceptable.

SYSTEMS OPERATOR

Summary
Monitors and supports computer processing.

Key Duties and Responsibilities

  1. Coordinates input, output, and file media. Distributes output and controls computer operation that may be mainframe, mini, or client/server based.
  2. Performs additional duties as assigned.

Experience and Education Requirements
High School Diploma and two (2) years of general experience. There is no experience substitution for a High School Diploma, however, a G.E.D., other diploma equivalency program, or a technical trade school certificate is acceptable. With a Bachelor's degree, no experience is required.

TECHNICAL WRITER/EDITOR

Summary
Assists in collecting and organizing information required for preparation of user's manuals, training materials, installation guides, proposals, and other reports and deliverables.

Key Duties and Responsibilities

  1. Edits functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents.
  2. Performs additional duties as assigned.

Experience and Education Requirements
Bachelor's degree, or equivalent. Six (6) years of general experience is considered equivalent to a Bachelor's degree.

TRAINING SPECIALIST

Summary
Conducts the research necessary to develop and revise training courses.

Key Duties and Responsibilities

  1. Develops and revises these courses and prepares appropriate training catalogs.
  2. Prepares instructor materials (course outline, background material, and training aids).
  3. Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms).
  4. Trains personnel by conducting formal classroom courses, workshops, and seminars.
  5. Performs additional duties as assigned.

Experience and Education Requirements
Bachelor's degree, or equivalent, and two (2) years of general experience. Six (6) years of general experience is considered equivalent to a Bachelor's degree. With a Master's degree, no experience is required.
